My Bio

Larry Kramer is a Penn State University graduate with a degree in Business Management, where he was also a student-athlete competing in both baseball and soccer. With over 35 years industry experience, he has built a successful career in business leadership, guiding both small and large organizations with a focus on innovative solutions that deliver stronger community health outcomes. During his career, Larry has developed two patented technology solutions that deliver critical drugs for patients undergoing IV therapy management, led a 2500 person 20 billion organization, worked closely with the FDA, Medicaid and Medicare organizations, State Department of Health Organizations and appeared multiple times visiting the US Congress on health care funding issues. He has led mergers and acquisitions and found needed funding sources for many community based initiatives. Beyond his professional achievements, Kramer values family above all else. He and his wife Jody, a proud United States Marine Corps Veteran, share a strong commitment to service, family and community.

My Key Issues

Protecting Our Island Lifestyle

• Preserve the family-friendly, small-town character of Isle of Palms. • Maintain a balance between residents’ quality of life and the island’s role as a welcoming destination. • Support community events and recreational programs that bring neighbors together.

Responsible Tourism & Growth

• Support short term rentals and property owner rights. Continue to support regulations in place and that they are enforced fairly to balance visitor access with residential peace. Develop enhanced solutions for day trip visitors with a focus on resident quality of life and a positive and safe visitor experience. • Partner with local businesses to strengthen the island economy while preventing over-commercialization. • Advocate for smart development that respects our island’s scale, history, and natural environment.

Flooding & Infrastructure Resilience

• Invest in drainage upgrades and stormwater management to reduce nuisance flooding. • Plan for long-term coastal resilience in partnership with Charleston County and state agencies. • Modernize infrastructure without raising unnecessary tax burdens.

Environmental Stewardship & Beach Protection

• Prioritize beach renourishment, dune restoration, and marshland protection. Build a proactive long-term strategic plan. • Implement strong litter and pollution control efforts to keep beaches clean. • Protect wildlife habitats and promote eco-friendly practices for residents and visitors alike.

Public Safety & Traffic Management

• Support our police, fire, and EMS with proper staffing, training, and equipment. Proactively drive compensation and benefits beyond being equal to other communities so as to recruit and retain the best. Evaluate opportunities to enhance the recruitment process, training and career path opportunities. Explore further opportunities to build a motivating environment for these critical community resources. • Improve traffic flow and parking management during peak tourist season. • Increase pedestrian and bicycle safety, especially around busy intersections and beach access points.

Fiscal Responsibility & Transparency

• Maintain low, fair taxes while ensuring essential services are fully funded. • Pursue grants and partnerships to reduce the burden on local taxpayers. • Commit to open communication, including regular public updates and transparent council decision-making. Listen to understand, gather facts and work through complex issues. Communicate openly, collaborate to drive results. > Ensure department requests and needs are heard at the Council Level. Provide 1 over 1 access to ensure open communication with key community resources.

Strong Community & Future Generations

• Expand parks, green spaces, and youth recreation programs. • Encourage civic participation and volunteer opportunities for residents. • Protect Isle of Palms not just for today, but as a legacy for future families who will call the island home.

Public Safety, Traffic and Parking

Kramer on Public Safety, Traffic, and Parking Isle of Palms must be proactive, not reactive when it comes to supporting our first responders. While progress has been made, our fire and police salaries still lag behind nearby municipalities like Mount Pleasant, Sullivan’s Island, and Folly Beach by as much as 8–12% in key positions. This has created retention and recruitment challenges that impact the safety and stability of our community. IOP should be a destination of choice for talented firefighters and police officers—not simply a city competing to stay even. I support annual market benchmarking, structured pay adjustments, and prioritizing public safety in our budget planning. We can fund these improvements by redirecting portions of tourism-related revenues, accommodation taxes, and parking income toward compensation and training programs that strengthen our front-line teams. On traffic and parking, conditions have worsened over the past four years. I will champion smart traffic signal coordination with Mount Pleasant and SCDOT, expanded resident-only parking zones, better off-island parking and shuttle options, and improved real-time visitor communication. Most importantly, I believe our first responder leaders must have a greater voice in shaping traffic solutions. Their experience managing congestion, emergency response, and visitor flow provides practical insight that has been missing from council discussions. I come to run as a candidate with no historical bias as I am a relative newcomer to the Island having moved here in less than 18 months.
